Preliminary achievements have been made in green management of express packaging

BEIJING, Oct. 14 (Xinhua) On the morning of the 14th, the State Post Office held a regular press conference in the fourth quarter of 2022. At the meeting, Guan Aiguang, Deputy Director of the Market Supervision Department of the State Post Office, introduced that, through the joint efforts of the whole system and industry, the industry's awareness of green development was gradually enhanced, and the green governance of express packaging achieved preliminary results.
Guan Aiguang said that since this year, the State Post Office has accelerated the reduction, standardization and recycling of express package, vigorously implemented the "9917" project and made positive progress.
The work is carried out as follows:
First, improve the regulatory, standard and policy system. In March 2021, after the State Postal Administration promoted the introduction of the Measures for the Administration of Mail Express Packaging, it successively issued two normative documents, namely, the Administrative Provisions on the Filing of Mail Express Packaging Operation Specifications (for trial implementation), the Provisions on the Information Report on the Protection of the Ecological Environment of the Postal Industry (for trial implementation), and issued industry standards, such as the Requirements for the Restriction of Excessive Packaging of Mail Express, and the Requirements for the Delivery Service and Environmental Protection Packaging of Agricultural Products. The Notice on Organizing the Pilot Application of Recyclable Express Packaging on a Large Scale was issued jointly with the relevant departments, and the Notice on Further Strengthening the Governance of Excessive Packaging of Commodities was drafted in cooperation with the National Development and Reform Commission and printed and distributed by the State Office. By the end of September 2022, 2 laws, 1 administrative regulations, 2 rules, 15 national and industrial standards and 15 policy documents related to express packaging that are compatible with the green concept have been issued. The provincial (district, city) postal administrations continue to promote local governments to implement the territorial responsibility of postal industry pollution prevention. At present, more than 100 supportive policies have been issued for the ecological and environmental protection of postal express industry.
Second, vigorously implement the "9917" project. In 2022, the Party Leadership Group of the State Postal Administration proposed to implement the "9917" project of green development, which was one of the seven practical things for the postal express industry to be closer to the people's livelihood. It was clear that by the end of the year, the proportion of purchasing and using packaging materials that meet the standards would reach 90%, the proportion of standardized packaging operations would reach 90%, the number of recyclable express boxes (boxes) would reach 10 million, and the number of recycled corrugated boxes would reach 700 million. At the beginning of the year, the "9917" project task was implemented and refined, requiring the whole system and industry to focus on systematic promotion, strengthen responsibility and comprehensively promote implementation; All provincial postal administration departments should adhere to the goal orientation, implement the target tasks, strengthen the work guidance, and promote the implementation of responsibilities; All enterprise headquarters should strengthen the awareness of benchmarking, take the initiative, strengthen internal control, and strengthen inspection and assessment. The level of "three modernizations" of express packaging has been steadily improved, effectively promoting the green and high-quality development of the industry.
Third, we carried out in-depth special governance. Implement the requirements of the Opinions on Further Strengthening the Control of Plastic Pollution and the relevant deployment of the National Development and Reform Commission on further improving the key work of plastic pollution control in the near future. Dispatch the control progress of six provincial (municipal) bureaus in Beijing, Shanghai, Jiangsu, Zhejiang, Fujian and Guangdong on a monthly basis. The plastic pollution control of the industry has achieved certain results: the proportion of non degradable plastic packaging bags and disposable plastic woven bags used by the delivery enterprises has decreased, The consumption of non degradable plastic tape decreased month on month, and the proportion of recyclable express packaging increased gradually. In April 2021, the State Post Office organized a one-year special treatment on excessive and random package of express delivery. Through governance, the "two awareness" of the whole industry in selecting packaging that meets the requirements of standards and packaging operations in accordance with laws and regulations has been strengthened, the "two proportions" of purchasing packaging materials that meet the standards and standardizing packaging operations have been improved, and a collaborative governance and shared atmosphere of everyone's responsibility and a good social atmosphere of green postal use and everyone's enjoyment have gradually taken shape. On the appearance of express package, excessive winding of "zongzi" tape, excessive use of disposable plastic woven bags, large boxes and small boxes, and layers of plastic bags were significantly reduced.
Fourth, constantly strengthen supervision and management. First, for three consecutive years, the State Post Office has commissioned a third-party organization to set evaluation indicators for 14 work items, including the ecological environmental protection work system, internal management system construction, procurement and use of green packaging, packaging operations according to specifications, and industrial plastic pollution control of 13 mail enterprise headquarters, and constantly increased the evaluation efforts. Second, adhere to the information report and regular notification, prepare and print the key points of the annual information report, and strengthen the implementation of responsibilities and push forward. The third is to implement the reform of the supervision mode of postal supplies and appliances, from pre supervision to in-process and post supervision, implement the "double directory" management, regularly organize quality supervision and spot check, and strengthen the source control of express packaging. Fourth, the law enforcement efforts of "double random and one open" were strengthened, and violations such as failure to inform the agreement users of packaging requirements in writing, excessive packaging, failure to formulate packaging operation specifications, and failure to train the employees in packaging operation were listed as the key points of law enforcement, so as to strengthen the implementation of corporate responsibility.
Fifth, actively promote collaborative governance. Cooperate with the Supreme People's Procuratorate, the National Development and Reform Commission and the Ministry of Commerce to promote the large-scale application pilot of recyclable express packaging, carry out pilot policy interpretation, guide enterprises to prepare pilot programs, organize expert guidance and program review, and study and determine pilot enterprises. The State Administration of Market Supervision has continued to promote green product certification for express packaging. By the end of September 2022, 95 enterprises had obtained 116 green product certification certificates for express packaging. In conjunction with the Ministry of Ecology and Environment, actively participate in the construction pilot of "waste free city" during the "Fourteenth Five Year Plan". Strengthen communication and coordination with the Ministry of Housing and Urban Rural Development and other departments, and actively participate in the cooperation mechanism of garbage classification departments. Continue to conduct public solicitation of industrial ecological environmental protection products, technologies and models. Encourage the delivery enterprises to combine e-commerce platforms to embed recyclable packaging options, user experience and other interfaces in the online shopping order placement process, so as to enhance public participation and experience. We will continue to promote the activities of green express in schools, families, communities, factories and agencies. We will work with the State Administration of Organ Affairs to organize "green express in agencies" and advocate the green use of express and green express.

By the end of September, 90% of the whole industry had purchased and used packaging materials that met the standards and standardized packaging operations. 9.78 million recyclable express boxes (boxes) had been put into service, 122000 recycling devices had been deployed in postal express business investment attraction outlets, and 640 million corrugated boxes had been recycled. However, compared with the requirements of high-quality development of the industry, there is still a gap in the green governance of express packaging, and there are still deficiencies in systematicness, synergy and effectiveness. First, the legal standard system covering the whole chain has not been established, second, the situation of joint management has not been formed, and third, the means of information based supervision is relatively backward, which needs to be worked for a long time and promoted continuously.
